10,000 Teachers, 10 Million Minds in K-12 Science and Mathematics Education
Several months ago, two U.S. Senators asked the National Academy of Sciences (NAS) to convene a blue ribbon panel of business leaders, scientists, and educators and report back to Congress with a response to this question: What are the top ten actions, in priority order, that federal policy makers could take to enhance the science and technology enterprise so that the United States can successfully compete, prosper, and be secure in the global community of the 21st Century? Lawmakers also asked for specific implementation strategies.
In the NAS report released last week the number one action item on the panel’s list of recommendations was to improve K-12 science and mathematics education.
Rising Above the Gathering Storm: Energizing and Employing America for a Brighter Economic Future, which was reported nationwide by Associated Press and the subject of a New York Times op-ed by columnist Tom Friedman, recommends a series of initiatives that include:
Recruiting 10,000 students annually to become science and math teachers, thereby educating 10 million young minds, by awarding four-year merit-based scholarships to be paid back through a commitment to teach five years in K-12 schools. Teachers serving in hard-to-staff inner city and rural schools would receive an additional bonus.
Strengthening the skills of 250,000 current teachers thru summer institute training programs, in master programs, and thru Advanced Placement (AP) and International Baccalaureate (IB) training programs.
Increasing the number of students in AP and IB math and science courses from 1.2 million to 4.5 million by 2010.
Other proposals include sustaining and strengthening the nation’s commitment to basic research and developing strategies to recruit and retain the brightest students from within the United States and abroad into science, technology, engineering, and mathematics (STEM) careers.
Norman Augustine, the retired chairman and CEO of Lockheed Martin and chair of the panel that issued the report, is expected to testify October 20 before the U.S. House of Representatives Science Committee hearing on Science, Technology, and Global Economic Competitiveness. Scientific Savvy? In U.S., Not Much

When Jon D. Miller looks out across America, which he can almost do from his 18th-floor office at Northwestern University Medical School in Chicago, he sees a landscape of haves and have-nots - in terms not of money, but of knowledge.
Dr. Jon D. Miller of Northwestern says scientific illiteracy undermines citizens' ability to take part in the democratic process.
Dr. Miller, 63, a political scientist who directs the Center for Biomedical Communications at the medical school, studies how much Americans know about science and what they think about it. His findings are not encouraging.
While scientific literacy has doubled over the past two decades, only 20 to 25 percent of Americans are "scientifically savvy and alert," he said in an interview. Most of the rest "don't have a clue." At a time when science permeates debates on everything from global warming to stem cell research, he said, people's inability to understand basic scientific concepts undermines their ability to take part in the democratic process.
Over the last three decades, Dr. Miller has regularly surveyed his fellow citizens for clients as diverse as the National Science Foundation, European government agencies and the Lance Armstrong Foundation. People who track Americans' attitudes toward science routinely cite his deep knowledge and long track record.
"I think we should pay attention to him," said Eugenie Scott, director of the National Center for Science Education, who cites Dr. Miller's work in her efforts to advance the cause of evolution in the classroom. "We ignore public understanding of science at our peril."
Rolf F. Lehming, who directs the science foundation's surveys on understanding of science, calls him "absolutely authoritative."
Dr. Miller's data reveal some yawning gaps in basic knowledge. American adults in general do not understand what molecules are (other than that they are really small). Fewer than a third can identify DNA as a key to heredity. Only about 10 percent know what radiation is. One adult American in five thinks the Sun revolves around the Earth, an idea science had abandoned by the 17th century.
At one time, this kind of ignorance may not have meant much for the nation's public life. Dr. Miller, who has delved into 18th-century records of New England town meetings, said that back then, it was enough "if you knew where the bridge should be built, if you knew where the fence should be built."
"Even if you could not read and write, and most New England residents could not read or write," he went on, "you could still be a pretty effective citizen."
No more. "Acid rain, nuclear power, infectious diseases - the world is a little different," he said.
It was the nuclear power issue that first got him interested in public knowledge of science, when he was a graduate student in the 1960's. "The issue then was nuclear power," he said. "I used to play tennis with some engineers who were very pro-nuclear, and I was dating a person who was very anti-nuclear. I started doing some reading and discovered that if you don't know a little science it was hard to follow these debates. A lot of journalism would not make sense to you."
Devising good tests to measure scientific knowledge is not simple. Questions about values and attitudes can be asked again and again over the years because they will be understood the same way by everyone who hears them; for example, Dr. Miller's surveys regularly ask people whether they agree that science and technology make life change too fast (for years, about half of Americans have answered yes) or whether Americans depend too much on science and not enough on faith (ditto).
But assessing actual knowledge, over time, "is something of an art," he said. He varies his questions, as topics come and go in the news, but devises the surveys so overall results can be compared from survey to survey, just as SAT scores can be compared even though questions on the test change.
For example, he said, in the era of nuclear tests he asked people whether they knew about strontium 90, a component of fallout. Today, he asks about topics like the workings of DNA in the cell because "if you don't know what a cell is, you can't make sense of stem cell research."
Dr. Miller, who was raised in Portsmouth, Ohio, when it was a dying steel town, attributes much of the nation's collective scientific ignorance to poor education, particularly in high schools. Many colleges require every student to take some science, but most Americans do not graduate from college. And science education in high school can be spotty, he said.
"Our best university graduates are world-class by any definition," he said. "But the second half of our high school population - it's an embarrassment. We have left behind a lot of people."
He had firsthand experience with local school issues in the 1980's, when he was a young father living in DeKalb, Ill., and teaching at Northern Illinois University. The local school board was considering closing his children's school, and he attended some board meetings to get an idea of members' reasoning. It turned out they were spending far more time on issues like the cost of football tickets than they were on the budget and other classroom matters. "It was shocking," he said.
So he and some like-minded people ran successfully for the board and, once in office, tried to raise taxes to provide more money for the classroom. They initiated three referendums; all failed. Eventually, he gave up, and his family moved away.
"This country cannot finance good school systems on property taxes," he said. "We don't get the best people for teaching because we pay so little. For people in the sciences particularly, if you have some skill, the job market is so good that teaching is not competitive."
Dr. Miller was recruited to Northwestern Medical School in 1999 by administrators who knew of his work and wanted him to study attitudes and knowledge of science in light of the huge changes expected from the genomic revolution.
He also has financing - and wears a yellow plastic bracelet - from the Lance Armstrong Foundation, for a project to research people's knowledge of clinical trials. Many research organizations want to know what encourages people to participate in a trial and what discourages them. But Dr. Miller said, "It's more interesting to ask if they know what a clinical trial is, do they know what a placebo is."
The National Science Foundation is recasting its survey operations, so Dr. Miller is continuing surveys for other clients. One involves following people over time, tracing their knowledge and beliefs about science from childhood to adulthood, to track the way advantages and disadvantages in education are compounded over time and to test his theory that people don't wait until they are adults to start forming opinions about the world.
Lately, people who advocate the teaching of evolution have been citing Dr. Miller's ideas on what factors are correlated with adherence to creationism and rejection of Darwinian theories. In general, he says, these fundamentalist views are most common among people who are not well educated and who "work in jobs that are evaporating fast with competition around the world."
But not everyone is happy when he says things like that. Every time he goes on the radio to talk about his findings, he said, "I get people sending me cards saying they will pray for me a lot."

After steady economic gains in the 1990s, Latinos, African Americans and other people of color have actually lost ground since 2000, according to United for a Fair Economy’s newest report.
In two weeks Americans will observe both the second inauguration of President Bush and the 76th birthday of Dr. Martin Luther King. Before visiting King’s grave in 2003, Bush said, “It’s important for our country to honor his life and what he stood for” -- but his actions have contradicted those words. The report finds that President Bush’s campaign promise of an Ownership Society slipped farther out of reach for most people of color during his first administration.
· In 2000, the African American unemployment rate reached a historic low of 7.1%, but it has been 9.9% or higher since January 2002. Latino / Hispanic unemployment rates also dropped from 8.0% in 1988 to 5.7% in 2000, but rose again in the last four years.
· About half of the progress in the median income of people of color from 1996 to 2000 was wiped out in the following three years. For the first time in 15 years, the average Latino household now has an income that is less than two-thirds that of the average white household. After slowly increasing from 55% of white income in 1988 to 65% in 2000, black median income fell again to 62% of the white median in 2003.
· Throughout the 1990s, poverty rates fell across the board, declining fastest for African Americans and Latinos. But since 2000, more than one third of that progress in reducing poverty among African American families has been erased, as 300,000 African-American families fell below the poverty line from 2000 to 2003.
· Private retirement income and inheritances remain scarce among people of color.
· Ownership of homes, stock and businesses remains disproportionately in white hands. While homeownership is up for all races, most people of color still rent, while three-quarters of white families own their homes.
· Business owners of color, who are largely small business owners, received only minor tax breaks from the four Bush tax cuts. Most tax breaks for business and investors have landed with those who are wealthy and white.
The report concludes that closing the racial wealth divide will require a new “GI Bill for Everyone,” a comprehensive federal investment in low-income families and communities, with an emphasis on people of color. Progressive taxes on wealthy individuals and profitable corporations are needed to fund a real Ownership Society.

Fund Drive to Benefit Science Center

In the spirit of giving. Wheeling resident Jody Prather wants to challenge people to match his $5,000 donation to be used for the replacement of the remaining broken windows at a future science center.
After learning about the Minority Aviation Education Association's plans to renovate the former Clay School into a science and community center, Prather decided it was up to him to lead people in the charge for a brighter future for children. Prather said he believes in president and founder of MAEA Darryl Baynes' plans to turn the former school back into a place of learning. He said he believes if enough people can get behind the project, it could not only help the East Wheeling neighborhood, but the children of the entire city and region.
Baynes purchased the former Clay School with his own funds about three years ago after it was shut down in 1996 due to low enrollment. Since then, he has worked to collect funding to rehabilitate the building so it can be used by students as a place to further their understanding of science, mathematics, aviation, the arts and more. It also is expected to be used as a community center for local residents and to provide employment opportunities.
On Sept. 20, 47 broken windows on the east side of the former Clay School were replaced by American Plate Glass for about $4,000. Baynes said with the help of Prather's donation and Ohio Valley residents' matching funds, the remaining broken windows could finally be replaced. The drive to collect matching funds begins now and is expected to end Jan. 15.
"Kids aren't the only ones who look forward to Christmas Day," Baynes said.

Prather, who owns a chain of Gumby stores in the Wheeling area, believes the
science center also will serve a greater purpose.
"I want to do anything to help get kids off the streets. We need to try to provide something for the kids. I hope a lot more people get behind him," Prather said of Baynes. The father of three children, Prather also believes the center could help revitalize East Wheeling, something that community and city leaders have been trying to do for years, he said.
"People need to help other people. The kids don't have anywhere to go. If we don't create a place they will just get into trouble. I would like the city (administration) to get behind this. This would be a good cause, and it's a part of the city they want to clean up anyway. (The center) would be a great start," Prather said.
Baynes also has been conducting a separate campaign to raise funds to replace the remaining broken windows named "Step Up to the Plate." Those who donate toward this campaign can have a commemorative plate or plaque installed beside one of the repaired windows inside the building. Last spring, the school's roof also was replaced with funds raised by MAEA and donations from individuals.
Future plans to transform the former school into a learning center includes rehabilitating the building in phases. The first phase includes renovating the lower level for after school programs, and locker/shower rooms for MAEA employees, a lounge area, tutoring rooms, a nurses' station, and additional locker rooms and showers.
The first floor is to include meeting rooms also used as a teleconferencing lab and distance learning lab. Plans for the first floor also include a computer lab, a specialty lab where experiments can be conducted, a basketball and volleyball court, a climbing wall area, science store, a dining area, kitchen, roller skating rink with skate rental area, security office, ticket office and also the Broadbent Boomerang Museum
The second phase is to include renovation of the second and third floors. The second floor is to include exhibit space rooms, specialty labs, a science of art lab and a science of music lab. The third floor is to include eight additional exhibit spaces, a water quality lab, a chemistry lab and four specialty labs. The floor is to also house a removable stage an inflatable planetarium, which is to be part of the third phase.
The fourth floor, part of phase three includes the partial covering of the existing roof with a glass dome. This floor house a research greenhouse, observatory two specialty labs, a physics lab, astronomy exhibit space, an open adjustable space for meetings, special events, catered events or exhibits.
Baynes founded the Minority Aviation Education Association in 1992. He is a graduate of the University of Pittsburgh where he majored in chemistry and math. He also is a licensed pilot and entrepreneur He travels across the country to schools to teach children in a hands-on manner the significance of science and the impact it has on their daily lives.

Also, in a feud too big for Pennsylvania, Brandon K and Devin Devine take their vengeance to West Virginia in an attempt to settle the score.
The last time he showed up in a Black Diamond Wrestling ring, he left quite an impression not only on his opponent, but the BDW fans as well. Newcomer Jabari showed Moundsville, WV that he means business.
